Do chairs wobble on a foam mat?

On a 0.5" mat, no — it is firm enough to keep chair legs level and stable. A thicker 1" mat gives a little more, which is fine for play but slightly less ideal for a precise table setup.

Does it clean up paint and glue?

Yes — the surface has no printed film or fabric to stain, so dried paint, glue and food wipe off with a damp cloth.
